The refugees, traditionally among the staunchest antiCommunist elements in South Vietnam, passed a resolution condemning efforts to recognise the Communistled National Liberation Front or to negotiate with it. The strongly-worded resolution reflected concern that the United States “could be manoeuvring for negotiations with the N.L.F., and the possible formation of a coalition government which would include the Communists.” President Johnson and other United States officials have repeatedly denied this intention.
