Delay Opposed On Mall Planning Appeal Case
Riccarton Mall, Ltd., had already established the use for which the departure was sought, and the Riccarton Borough Council would not be happy at an indefinite deferment, said Mr I. White at a Town and Country Planning
Appeal Board sitting yesterday. He was commenting, on behalf of the council, on a request by Mr J. E. England, for the company, for an adjournment. Mr D. H. Stringer, for 70 objectors, agreed to an adjournment. Granting an adjournment sine die, the chairman (Mr J. W. P. Watts) said the board could arrange an early fixture. The company seeks consent to use additional land for access and parking. This is opposed by the council and nearby residents. The board reserved its decision on an application by Pacific Motors, Ltd., to establish a car-sales and repair garage and service station at the corner of Riccarton road and Harakeke street. Decision was reserved on an appeal by Higgs Garage, Ltd., against a Kaiapoi Borough Council decision to allow a new garage and service station to be established on the west side of the Main North road. Mr J. Higgs, director of the company, said the new garage would be mid-way between his premises and those of Palmer and Doak, Ltd. There were enough garages to meet needs in Kaiapoi and the opening of the northern motorway would reduce through traffic petrol sales. For the council, Mr K. H. Thwaites said it was not concerned with the profitability of a zoning use. The council believed the new garage would be a useful amenity.
