Sewerage Loan Sought For Halswell Area
The Halswell County Council will ask the Local Authorities’ Loans Board for permission to borrow £215,000 to install a sewerage system in the county. This was decided on the motion of Cr. P. Wynn Williams. The amount of the loan is based on the laterals not being done by the council, but includes the cost of road restoration and the cost of the loan.
The security rate for the loan will be 1.7 d in the £ on the rateable property in the area to be served by the system.
Cr. Wynn Williams said the technical report and plans for the scheme would be ready next week. The application would probably be ready for filing at the end of the month. A number of drainage dis-
posal systems in Cobra street, Halswell, were a danger to public health, said the council’s health inspector (Mr C. G. Roberts) in his report.
In two instances effluent from septic tanks was discharging into the side channel. Effluent from another was near the footpath. “The ground in the area appears to be unsatisfactory for soakage. The only answer to the problem is the installation of a sewer,” said Mr Roberts. On the motion of Cr. R. A. Lynch the council decided to refer the matter back to the works committee.
Cr. J. Stevens suggested that residents could alleviate the problem by flushing out the stormwater drains with a hose as often as possible “to dilute or wash away this stinking mess.”
