Halswell Sewerage Scheme Proposed
Application to the Local Authorities Loans Board for sanction to borrow £215,000 for the construction of a sewerage scheme at Halswell will be considered by the Halswell County Council at its November 17 meeting, the council decided last evening on the motion of the chairman of the finance committee (Cr. P. Wynn Williams).
Cr. Wynn-Williams said time was running short. The council had applied for a subsidy but had not received a decision. “We must take the first step.” If the council received a subsidy less money would have to be raised. The consulting engineers had always urged the council to put in laterals when the main sewers were laid, the estimated cost of the laterals being £17,000. But if that was part of the loan the Drainage Board would not take
the scheme over as its policy was that the laterals should be paid for by the individual householders. Therefore, said Cr. Wynn-Williams, he felt that the council should leave it to the Drainage Board to arrange laterals. The figure of £215,000 was based on the laterals not being put down by the council but did include the cost of road restoration.
A special rate of about 1.7 d in the £ on capital value could be pledged in security for the loan, but need not necessarily be levied.
Cr. H. J. A. Lynch said he would prefer to see the laterals put down with the main sewer to avoid further disruption of the road surfaces. Cr. Wynn-Williams pointed out that this would mean raising another £17,000, and it would be difficult enough to raise the £215,000.
