Keeping China Out Of U.N.

(N.Z. Press Association —Copyright) WASHINGTON. September 15. The United States has decided that there are enough votes again this year to keep China from replacing Formosa in the United Nations, United States officials reported today.

Administration sources said a quiet “head count” recently conducted showed that the voting on China in the United Nations General Assembly. which will convene next week, should be at least as favourable to the United States point of view as last year. A move to replace Nation-

alist China with mainland China failed last year in the General Assembly. On November 17. 1965, the body voted 56-49. with 11 abstentions to make the issue “an important matter” thereby requiring, under the United Nations charter, a two-thirds vote for passage.

The Assembly then voted 47-47, with 20 abstentions, and the resolution on substituting China failed. Two-thirds Majority United States officials believe that the two-thirds vote requirement adopted last year, will apply again when the issue comes up. But some nations may challenge this stand by claiming that last year's procedural decisions do not apply to the current session. Some Administration sources said the United States might pick up a few votes over last year. largely because of African and Asian countries becoming disenchanted with Chinese policies.

But officials at a higher level declined to go this far and said merely that the
