I Sir,—Does “A.H.” think jthere are so many of these J “no hopers” around that ■money spent in housing them all will seriously deprive the “decent citizen”? I defy “A.H.” to show me a clearly distinguishable group of people who can properly be called “no hopers.” What criteria would he have Mr Kirk apply in deciding who the “no hoper” is? Surely not the mere fact a man drinks or gambles. There would be so few “decent people” left as to make a housing policy unnecessary. Frankly. I think it is absurd to expect Mr Kirk, or anyone else, for that matter, to give the assurance “A.H.” demands.—Yours, etc., B.D. September 8, 1966.
