San Marino’s Problem (N Z P A.-Reuter—Copyright ’ SAN MARINO, August 31. xThe world’s smallest and oldest republic was still without a government today after a month of political discussions. San Marino’s two leading parties announced that they were unable to reach agreement on forming a new ruling coalition for the 24 square-miie pocket state in the heart of Italy. The Christian Democrats and the Social Democrats split early in August over the proposed abolition of the postal vote for citizens Hiving outside the state's borders. According to latest figures these citizens—mostly living in South America—outnumber the resident population of about 17,000.
