Offences By Boys
Sir, —The Child Welfare Division has a difficult task which can show little immediate success in return for strenuous, and often dedicated, effort. When quoting the figure of 10 per cent of all boys being destined to appear in court before they are 17, one must remember that 16 per cent of all children are significantly below average intelligence. Individual IQ figures must be treated with caution, but in the mass this means that one in every six is not mentally equipped to profit from secondary education, and, consequently, is at a considerable disadvantage in a competitive, industrial society. The suggested palliatives could help, but are not a solution. Eugenics is not a complete answer, either, but should not be rejected completely to uphold the myth that all are born equal.
