Railways Urge Decision (Special Crspdt. N.Z.PAJ LONDON, March 15. Prolonged indecision over an English channel tunnel has seriously delayed British rail planning and exhausted the patience of Mr Stanley Raymond, chairman of the British Railways Board. Addressing the Institute of Transport, Mr Raymond told the British and French Governments to make up their minds one way or another about the project within the next twelve months. “We cannot put off much longer decisions in regard to our cross-channel shipping ser-' vices. “We hesitated about using hovercraft between England and France 'because of the channel tunnel, but we cannot wait indefinitely. “If we do not start digging in the next twelve months we should abandon the project and get on with the development of alternative crosschannel links,” he said.
