‘New Move By U.S.’

LONDON, Dec. 29.

The “Daily Express” today reported new moves to bring about an end to the Vietnam conflict.

A correspondent, Ross Mark, in a dispatch from Washington, said that through diplomatic channels the United States had given Peking and Hanoi a detailed outline of its Vietnam policies. “The traders in these two capitals have been told that America would welcome an international conference on the future of South-east Asia or any part of it,” the dispatch said. President Johnson had sent a new “no more bombing” offer to North Vietnam, the dispatch said. Mark said: “The United States will take part in negotiations without any prior conditions, but cessation of hostilities could be the first item on the agenda. "The United States does not want a continuing military presence in South Vietnam. It supports free elections in that country and the question of reunification of North and South could be the subject of free decision by all the people of Vietnam. “The nations of South-east Asia can be aligned or neutral as they wish. The United States would welcome North Vietnam into its one billion dollar plan for the economic development of South-east Asia.”
