Black-Out In N. America (N Z P A -Reuter—Copyright) NEW YORK, Nov. 21. New York’s underground railway system is to sue the local electricity company for at least one million dollars for losses incurred during the power black-out on November 9. The acting chairman of the Transit Authority, which runs the subway, said a suit would be filed within the next 10 days, alleging negligence on the part of Consolidated Edison, the power company. During the black-out, which affected much of the northeast of the United States and Canada, an estimated 800,000 people were trapped in underground trains m New York, some for as long as 14 hours.
