Sir, —“Salt Horse” raises the question of political “laissez-faire” in regard to naval planning. Surely the time is now ripe for a statute defining a specific percentage of the national income to lie devoted to defence. In this manner the services would be able to plan logically ahead and not be stampeded into a ready acceptance of what the Minister of Defence has called “bargain-basement defence buying.”—Yours, etc. PEGASUS.
