March M Portugal has disputed a statement by a special Preridentad group that aid from the United States was granted in exchange for rights to military banes on Portugueee territory, a State Department spokesman said today. The group, headed by General Luctaff Clay, recommended in a week-end report on the foreign aid programme thart “every effort should be made to reduce asrttence to foreign countries in return for these (basse) rights, especially Spain sod Portugal, which ate already more than adequately compensated ” A State Department spokesman said the Portuguese Embassy had pointed out that facilities in the Azores had been granted to the United States since 1951, free of rent. The Embassy also said its Government had not asked for, or received, economic assistance from the United States. The spokesman said that Marshall Plan assistance to Portugal ended in 1951. He added that a total of 336,600.000 dollars in military add had been given to Portugal “to assist it in carrying out its N.ATjO. obligations.” The spokesman sa id he did not know of any representation from Spain about the Clay report.
