WELLINGTON, December 16. Because of congestion on Wellington wharves, mail has baen lying in the hold of the M.V. Gloucester since last Monday. The ship arrived from the United Kingdom a week ago and has been unable to get a working berth. The mail in-

eludes a considerable quantity of Christmas goods. A Post Office spokesman described the situation as "quite an embarrassment." Deck cargo and general cargo which blocked access to the mail lockers was moved on Saturday morning but it will not be until Monday that the mail can be brought ashore. An importer who relies on parcel mail to obtain his goods, demanded to know why the mails were not given priority and the ship not worked as soon as she came to port. The general manager of the Wellington Harbour Board, Mr Meechen, said it was not the responsibility of the board to get the mail out. The New Zealand Shipping Company blamed the port congestion which prevented a start on the discharge of the general cargo blocking the mail.
