Sir.—l agree with Captain Galvao, and with you. that the present regime in Portugal is not likely to be upset by constitutional means; nor, I would add, by any means except outside interference. After the experience of the chaos and bankruptcy of the anti-clerical and left-wing
regimes of the early part of the century, the Portuguese were only too glad to find in Dr. Salazar a strong and honest man to bring peace and comparative prosperity to the country. They have, I think, no desire to go back to the former chaos. The recent incidents of Captain Galvao. Angola and Goa were planned and supported from outside Portugal and are not at all likely to change the people’s trust in their present rulers. —Yours, etc., G. F. SEWARD. January 8, 1962.
