RUGBY No Changes In Law Before 1964

LONDON, March 20. There will be no further chance in the laws of Rugby before January, 1964, the International Board said ioday in a statement reviewing its annual meeting on March 17 and 18.
Discussing short tours by the Home Countries to South Africa and New Zealand, the statement said it was felt that the board itself should carefully control any extension of such tours. The statement said: “The board gave further consideration to proposals for major alterations in the laws of the game, which had been put forward by several unions. “It was agreed that a special meeting to consider the laws should be convened in January, 1964, and that in the meantime, while study of the proposals so far made should be continued by the respective unions. there ■ would be no alteration in the present laws, except in so far as clarification might be required from time to time. “The board discussed the short tours undertaken, or proposed to be undertaken, by some of the Home Unions at the invitation of South Africa and New Zealand. “It was agreed that no development of short tours should be allowed which might interfere with the continuance of major tours, to which the board attaches great importance as a prime object of policy, and thjt any extension of short tours should be carefully controlled by the board itself.” Mr C. S. Hogg (New Zealand) was in the chair at the meeting.
Representatives were also present from the Rugby Football Unions of England. Scotland, ’ Ireland. Wales. New Zealand, and South Africa. The agenda for the board's meeting was private, but it is believed that most of the discussion was on changes in the laws and in scoring values. New Zealand is believed to have suggested that a try should count as four points instead of three.
As the agenda has to be prepared several weeks in advance. South Africa’s continued membership of the board could not have been discussed.
