The Soviet Foreign Minister (Mr Andrei Gromyko) and the United States Secretary of State (Mr Dean Rusk) met in Washington today for talks on critical cold war issues—reported to include disarmament and the Laotian situation.

In a joint communique the two Ministers said they held ‘‘an open and frank discussion on a variety of subjects of mutual interest.”

Official sources said they understood Mr Rusk warned Mr Gromyko that Russian moves in Laos were poisoning the international atmosphere and lessening chances of agreement between Russia and the West on big issues such as disarmament, a nuclear test ban, the Congo. Berlin and Germany.

A reliable source said Mr Rusk and Mr Gromyko went over their well-known positions on Laos without getting anywhere. But the source said both men spoke of the need to find a political settlement before the small conflict in Laos developed into a major war.
