India proposed today that the forthcoming Vnited Nations General Assembly address a new appeal to Britain, the United States and the Soviet Union to redouble their efforts to obtain agreement at Geneva on the controlled cessation of nuclear weapons tests. The. Indian delegation at the United Nations, submitted an Item on the question for inclusion in the provisional agenda of the session, due to begin on September 20. An explanatory memorandum accompanying the proposal noted that no report ori the Geneva talks had so far been made either to the Disarmament Commission or the Assembly, Canada had told the United States a week ago that it opposed any further nuclear tests, the Canadian External Affairs Minister, Mr Howard Green, said today in the House of Commons. He was replying to a member who quoted a newspaper report that the State Department knew nothing of, any communication from Canada regarding nuclear tests. ■ ; ' Mr; Green said the newspaper carrying' the report was “not yet a Bible."
