A measure might be enacted seeking to outlaw it, as your young correspondent apparently suggests, but the belief that a man-made law should not aim to over-rule an eternal one is widespread. Russia is acting in accord with the law of competition. Her arms build-up, on the basis of a war economy, has had the effect of stirring up the defensive instincts of the West.
