Agreement Near On Article
GENEVA, January 12. Britain, the United States, and Russia approached agreement today on another article in a draft treaty for controlled suspension of nuclear weapon tests, the American Associated Press reported. The Soviet delegate (Mr Tsarapkin) brought in a revised Soviet version of the article dealing with the obligations of various nations to admit elements of an international control organisation to their national territories.
The new Soviet proposal contained two changes. The obligation specified in the article would apply to all signers of the treaty, not merely to the United States. Britain, and the U.S.S.R.
Various elements of the control system were defined—including contrql posts, mobile inspection teams, and aircraft collecting samples of. nuclear blasts.
Both changes are in line with Western thinking. As originally drafted, the Soviet article referred only to control posts and limited the obligation to the three atomic Powers
