OBSTRUCTION OF FOOTPATH
(New Zeatana Press Association! WELLINGTON, Sept. 21. Anyone who without lawful authority or reasonable excuse • the proof of which is to be on the defendant) obstructs any footpath or footway or carriage-way will commit an offence under an amendment to the Police Offences Act contained in the Statutes Amendment Bill introduced in the House of Representatives on Saturday.
The bill also provides that a constable may take into custody, without warrant, any person who commits this offence, or, after being warned by the constable to desist, persists in committing it.
