New Approach On Disarming
(Rec. 11.45 p.m.) WASHINGTON, February 16. High United States officials said yesterday that President Eisenhower was planning to urge the Soviet Union to bdgin early diplomatic talks on disarmament and other issues as a possible prelude to a summit conference. A letter outlining the President’s views was expected to be sent to the Soviet Premier (Marshal Bulganin) soon, probably next week, the officials said. N.A.T.O. nations had been given a preview of the letter and were said to have approved, the officials added..
