The six “Little Europe” Foreign Ministers today appointed a German and a Frenchman to head the newly-born European Common Market and Euratom atomic energy pool. • But after nearly 20 hours of talks over two days they failed to decide on a “capital of Europe,” or even on a temporary seat for the new institutions. The Ministers of France, West Germany, Italy, the Netherlands, Belgium, and Luxemburg, agreed however, that the common market, Euratom, and coal-steel headquarters should be brought together in a single place as soon as possible. They will meet again before June 1 to choose the capital. Professor Walter Hallstein, 56-year-old West German Secretary of State for foreign affairs, becomes president of the executive commission of the European Economic Community or Common Market.

Mr Louis Armand, 53-year-old head of the French railways, is president of the executive commission of Euratom.

The two presidents will call their commissions together, either in Brussels or Luxemburg.
