SENATE PASSES AID BILL
Filibuster Record On Civil Rights (A’.Z. Association —CntH/riftwU (Rec. Il p.m.) WASHINGTON. Aug. 30. The Senate passed last night and sent to the House of Representatives the 3.435,810.000dollar bill to finance the United States foreign aid programme:
The bill was called up and passed in about 15 minutes by a 58-19 vote with almost no debate, it now goes to the House for expected final approval there today.
I-ast night the Senate listened for 24 hours and 19 minutefi to South Carolina's Democratic Seiiafbr. Strom Thurmond, talk against the Civil Rights Bill, then passed the measure designed to proteet negro voting right in Southern States.

The action, coupled with the Senate's approval of the Civil Rights Bill, meant that the eighty-fifth Congress was highly likely to wind up its first Session tomorrow and go home.
The Speaker of the House. Mt Sam Rayburn (Democrat, Texas) had held up action on foreign aid in the House yesterday for fear that, ■if its members approved it, many of them would head for home and leave him without a quorum for other necessary work before adjournment.
House passage oi the foreign aid appropriations measure is the last remaining major barrier to adjournment.
Senator Thurmond's filibuster set a hew record for long talking in a deliberative body nkvet- known for brevity. The former record was 22 hours and .0 minutes set in 1953. The Senator took fruit juice and milted milk tablets until he ended his effort. He characterised the Civil Rights Bill as an “unconstitutional monstrosity.” He picked it to pieces Bit by Bit and eyen read a. long history of AngloSaxon legal trials. This was m reference to the ■ bill's chief feature: a provision giving Federal Judges limited powers to try civil rights violators without a jury. Passage teas on a vote of 00 in favour to 15 against.'
