LAYING OF WREATH ON MEiiIORIAL (New Zealand Press Association! WELLINGTON, June 11. “Richard John Seddon was the pioneer of the modern welfare State.” said the Acting-Prime Minister (Mr K. J. Holyoake) at a brief ceremony at the Seddon Memorial m the Bolton street cemetery at noon today to commemorate the fiftieth anniversary of the death of the Liberal Premier On behalf of the Government. Mr Holyoake laid a wreath on the memorial.
