The United States Department today agajn accused Communist China of detaining American civilians as "political hostages.” The department’s complaint was issued as official comment on Peking’s statement on Sunday that the United States was dragging out the ChineseAmerican negotiations which opened in Geneva last August. The State Department said the Chinese attack contained nothing new. “Its ‘ failure, however, eveft to mention that the Chinese Communists still hold 13 Americans in prison, in spite of their agreement of last September—six months ago—that these Americans would be permitted ‘expeditiously’ to exercise their right to return to the United States, cannot be overlooked,” it added. “This only re-emphasises that these Americans are being held as political hostages.”
