Sir—Are there ethics in debate, or may members of Parliament behave like hoodlums, when a long, excellent speech is being delivered by a member? Chatting and laughing shows not only a lack of courtesy, but an unfairness and an ignoble fear. Why is a Speaker appointed?—Yours, etc., DISGUSTED. October 20, 1955.
