STATE FLATS IN WELLINGTON
EFFORT TO REDUCE COSTS (New Zealand Press Association) WELLINGTON, August 11. A bold attempt at cost-cutting in flat construction is being made in the building of blocks of apartments in Wellington and Petone by the Government. Thrde blocks, each containing 18 flats, are' being built in Rolleston street, Wellington. The first should be completed by the end of the month, and the last by next August. Three similar blocks are under construction in Jackson street, Petone. The Ministry of Works architects have set out to save as much money as possible by specifying as many constructional short cuts as they can. The most important of these is the discarding of practically all plastering. Oiled plywood shutttering is used in the plsce of the usual rough-sawn boxing, and as a result the concrete wall faces, inside and out ,are given a smooth finish to start with. The concrete is then papered or painted in a three-tone decoration scheme.
