SCHOOL PUPILS’ ALLOWANCES

NEW CONDITIONS FOR STATE GRANTS INTRODUCTION IN 1955 New conditions for the Education Department’s granting of boarding allowances, free school tickets, and conveyance allowances are set out in a circular from the Director of Education (Mr C. E. Beeby), received by the board of governors of the Papanui Technical High School yesterday. The new conditions will come into force at the beginning of next year. “Educational facilities are provided widely throughout the country, and in general they are regarded as adequate for the needs of the community, even in the smaller district high schools,” said Mr Beeby’s circular. Pupils should attend their nearest school if it was within easy reach by daily transport, but if it was necessary to board, the choice might be wider. Unless district schools were supported, it was difficult for them to grow and develop, Mr Beeby said. All secondary schools could provide an education up to school certificate standard. In some cases, a subject might be required by only one or two pupils, and this might warrant securing the assistance of the Correspondence School.

"The department,” said Mr Beeby, “will consider applications for boarding or conveyance allowances, or free school season tickets, on behalf of pupils who desire a type of education not provided locally, but only to the extent provided as follows: “(a) Pupils who wish to follow an agricultural course, provided they have reached the age of 15, and are enrolled in a school recognised for the award of technical bursaries in agriculture;

“(b) Pupils who require a building or engineering course not provided locally (not until second year, and pupils must be at a school recognised for technical bursaries in the course required); “(c) Pupils who require both shorthand and typing if neither subject is available at the local school (not until second year).”
