PRODUCTION OF OPIUM

U.N. AGREEMENT ON RESTRICTION (Rec. 11 p.m.) NEW YORK, June 23. The world-wide fight against narcotics has resulted, for the first time, in an agreement on the limitation of the production of raw opium, from which the majority of narcotics i* derived. Representatives of 17 countries signed the opium protocol at United Nations headquarters today while 31 delegations signed the final act of the United Nations opium conference. The protocol attempts to limit illicit traffic and the use of opium by indirect means. It limits the stocks of opium and the number of producing (exporting) countries and regulates the areas of cultivation. The protocol’ is an interim agreement which anticipates the conclusion of a single convention to deal with narcotic drugs as a whole and which would supersede previous treatiea. The provision of the protocol, restricting the use of opium exclusively to medical and scientific purposes represents the culmination of international efforts, whieh started in 190 T when the Shanghai conference on nar cotics met.
