Egypt’s Plan To U.N. Council

Egypt to-day proposed to the Security Council that the International Court of Justice at The Hague should rule on whether Britain, France, ■ and other maritime Powers had the right to vote on a council resolution condemning the Egyptian blockade of Is-rael-bound shipping through the Suez Canal. As Egypt is not a member of the council the proposal could not be acted upon unless a member of the council sponsored it as a resolution. The Chinese Nationalist delegate (Dr. T. F. Tsiang) asked for an adjournment of the council to consider the resolution and the council agreed to postpone further action until Wednesday. The council had before it the joint British, American and French resolution condemning the Egyptian blockade, and asking Egypt to lift it without further delay. • The Egyptian delegate (Mahmoud Fawzi Bey) said that nothing seemed to deter the sponsors of the resolution from continuing a course which would launch the. council upon “a slippery and dangerous road of illegality and chaos.” He said that Egypt would not be-a party to such a course but would stand by the United Nations Charter apd the rule of law in international relations. The British delegate (Sir Gladwyn Jebb) had said earlier that Britain, France and other maritime Powers had every right to call on Egypt to lift the blockade." He said that if the Suez Onnal question could be called a dispute in the meaning of the Charter, then the dispute was between Egypt and Israel and not between Egypt and maritime Powers.
