PROPOSED TALKS ON GERMANY
LITTLE HOPE SEEN IN SOVIET MOVE
MOSCOW, November 5. Foreign observers in Moscow' said to-day that if the Russian proposals for Big Four talks on the future of Germany failed, it would probably mean the permanent division of Germany into two opposing camps. Separate peace treaties with each part of Germany would then become a clear probability. The observers saw little likelihood of four-Power agreement on Germany. They pointed out that the West had refused previous Russian suggestions that East-West talks on Germany and other problems should be resumed.
