After seven indecisive ballote yesterday, the United Nations General Assembly failed in its first attempt today to break the deadlock in the election for the seat on the Security Council to be vacated by Poland on JanAfter the election of Canada and Argentina yesterday, a bitter struggle developed between the Ukraine and India for the third vacancy. The eighth ballot to-day gave the Ukraine 31 votes and India 23. As the necessary majority of 38 votes had not been obtained, the President (Dr. Aranha) ruled that the balloting should be suspended temporarily -to enable the election of six members of the Social and Economic Council to be held. e Mrs Vijaya Lakshmi Pandit (India) said that India would not withdraw from the contest, because Australia’s retirement from the Council on December 31 would leave the Indian Ocean area unrepresented in the Council. India was not trying to keep any group out otf the Council. Mrs Pandit added: “We will not be a party to the barter of votes.” Mr Vyshinsky (Russia) replied that the British Commonwealth would be represented on the Council by Britain and Canada, but only the Soviet- would represent the Slav states unless the Ukraine were elected. Dr. Aranha tried to stop Mr Vyshinsky speaking, declaring that ne was out of order, but Mr Vyshinsky protested that he was the only delegate who tvas ever told that he was out or order. The same principles of debate, he said, should be applied to all members. The Assembly then balloted for the Social and Economic Council. Dr. Aranha explained that under the rules no speeches in favour of or against a candidate were strictly allowable, but yesterday Mr Vyshinsky had spoken in favour of the Ukraine, and Dr. Aranha considered it was only |ust to allow Mrs Pandit a similar privilege to-day.
