Feast) said yesterday that other vendors who had not obtained licences and were still operating were doing so illegally. As far as was known, vendors were operating only in the zones in which they weje permitted to operate by their licences. Mr Feast explained that the new scheme made it mandatory* for the vendor to supply milk on request in one specified zone. It also gave authority to operate on request in other zones adjoining his original zone, and specified in his licence'.
