CIVIL WAR IN PARAGUAY
(Rec. 11.30 p.m. , BUENOS AIRES, March 31. . After three weeks of civil war neither Hie Paraguayan Government nor the rebel forces have been able to score decisive gains in military or political fields. The rebels have shown that they are strong enough to maintain themselves and conduct their own government in the northern part of the country, but during the last week the Government has shown increasing strength because of the failure of the revolt to spread. The military picture is confused by rigid Government censorship on the one side and poor communications with the rebel headquarters at Concepcion on the other.
