Mr J Robinson said he was concerned that the people had no say in inc board s rating system. The chairman: They have every say they want to exercise, through their members of Parliament. * Mr B. R. J. Johns said that under the present rating system and the rapid increase in the cost of building there was a very marked difference between tne payment for services to ratepayers by the board. Mr Livingstone: How are you going to get over that? Mr Johns: It should be based on the services rendered. Mr Livingstone: How—per cistern, per pipe? The clause was referred back to the committee.
