UNOFFICIAL COLLECTORS WARNED JBEAVY PENALTY PROVIDED Warnings have had to be issued lately by the Mayor of Christchurch (Mr E. H. Andrews), as chairman of the Canterbury Provincial Patriotic Council. against unauthorised collections for patriotic purposes. Mr Andrews told a reporter of “The Press” yesterday that in most cases the collectors had the best possible intentions, but the fact remained that their actions, besides being a breach of the law. was an embarrassment to those responsible officially for the collection of funds for all patriotic purposes. The Patriotic Purposes Emergency Regulations, 1939. prohibited the collection of funds for any purpose other than the national or provincial patriotic funds, said Mr Andrews. The Minister of Internal Affairs might grant exemptions and might delegate power to the chairmen of local patriotic authorities to grant exemptions, but such exempted purposes were usually only collections for presentations to men going overseas. _ The regulations, he said, made it unlawful for any person to collect money or goods unless the object had been approved by the Minister and the collector had been authorised by the Minister or his deputy. The penalty on conviction for unauthorised collections was £IOO and £lO for each day the offence continued.
