* NO INTENTION OF LEAVING COUNTRY (Received January 18, 10 p.m.) LONDON, January 18. Madame Lupescu has not left Rumania, says the Bucharest correspondent of the “Daily Telegraph.” She told an interviewer that she had m t the least intention of leaving. ANTI-JEWISH DECREE IN RUMANIA LONDON, January 17. The Vienna correspondent of the “Manchester Guardian” says the Lord Mayor of Bucharest has issued a decree prohibiting the slaughtering of animals according to Jewish ritual. A Warsaw message says that in view of Rumania’s anti-Jewish policy Jews emigrating to Palestine from Poland, have refused to travel via Constanza.
