IGNORED ITALIAN DECREE TO CLOSE SHOPS (Received December 22, 11.20 p.m.) ROME, December 21. General Italo Balbo, Governor of Libya, ordered two Jews to be flogged, 10 stripes each, because they refused to close their shops in inpoli on Sunday instead of on Saturdait is explained that the episode does not indicate an anti-Semitic policy but followed a decree ordering Jewish shops in the European quarter to open on Saturdays, whereas shops in the Jewish district were permitted to open on Sundays and close on Jewish holidays.
