TO THE EDITOE Or TEE PEES*. Sir, —The report of this council on outstanding rates is a rather sorry one. It looks as if the ordinary rules of collection are not applied. Apparently the county clerk has not a free hand in the matter. It is not nice for those ratepayers who pay their rates promptly to ruminate over the fact that thousands of pounds are outstanding for a number of years by a section of the ratepayers, without rigorous official pressure being applied. Surely it is time to remind the council of its obligations and responsibilities. It seems to me that some members of this breezy council would be better employed in extracting the juice from reluctant ratepayers than extracting it from cows in Cathedral square.'—Yours, etc., RATEPAYER.
