CAPTURE IN PORTUGUESE WATERS (Received November 16, 7.50 p.m.) LISBON, November 16. Three Spanish revolutionaries, including Senor Juan Tirado, a Socialist member of the Cortes, who were taking refuge at Algarve, chartered a Portuguese sailing vessel to take them to Gibraltar.
