MANY AMERICAN WARSHIPS ON HAND WASHINGTON, September 7. The concentration of American naval power off the shores of disturbed Cuba continued to-day, with 16 destroyers having been sent there in case they were needed to protect lives. COMMISSION TO STUDY PROBLEMS (Received September 8, 10.20 p.m.) HAVANA, September 7. Representatives of all Cuban political factions decided to appoint a commission representing all groups to study tUe country's problems.
