BOROUGH COUNCILS.

KAIAPOI. The fortnightly meeting of the Kaiapoi Borough Council -was held last night. Present: The Mayor (Mr H. C. Revell), Councillors H. Mcintosh, F. Thome, R. J. Dunn, J. D. Williams, F. Debenham, W. H. A. Vickery, E. J. Pollard, D. Whyte, and A. Linklater. The secretary of the Kaiapoi Beautifying Association wrote drawing attention to the footpath between the riverbank and the rose garden in Charles street, and advised that the Association was prepared to carry out the necessary repairs, provided the Council would provide the material. The letter was received, and it was decided to comply with the Association's request. The secretray of the Canterbury Woollen Mills Employees' Industrial Union of Workers wrote forwarding the sum of £5 towards the Borough Unemployment Relief Fund.— The letter was received. Mr H. E. Farrier wrote forwarding plans of a dwelling to be erected by him at "The Pines."—The plans were approved. The secretary of the Waimakariri River Trust wrote forwarding particulars of the rates to be collected this year on behalf of the Trust. —The letter was received, and referred to the Finance Committee.

Mr A. W. Lane, proprietor of the Grand Theatre, Kaiapoi, wrote offering the theatre free of cost on a night other than Wednesday or Saturdayi to assist the Unemployment Fund.—The letter was received, and referred to the Mayor and Town Clerk to complete arrangements for an entertainment in aid of the unemployed. The County Clerk, Eyre County Council, wrote with reference to the taking over by the borough of the Willock Settlement, and advised that the residents had. approached the County Council with a petition asking that they might remain in the county, and assuring the Council that a loan poll for a comprehensive drainage scheme would be carried by. the ratepayers. The County Council wished to know the opinion of the Borough Council on the new development,' and' asked how far arrangements for taking over had been advanced.—Tho letter was received.

The County Clerk, Eyre County Council, also wrote confirming the agreement with the borough concerning the deviation of the road at the Girder bridge.. The county had arranged with Mr John Read for the purchase of the small severed section adjoining tho Public Cemetery, and the transfer to the borough was being arranged.—lt was decided that the transfer of the borough section bo completed, and that plans of the deviation be '•eturned to the Highways Board. The Hon. Mr Buddo, M.P., advised having represented the Council on a deputation to the Minister for Public Works concerning the difficulties the borough had in keeping a good main road through the town, and the necessity for putting the. matter on a sound basis in regard to subsidies for construction. The Minister had replied that he was prepared to recommend that where first-class construction had already been undertaken the annual contribution should be continued, even if the road was bitumenised.

It was decided to thank Mr Buddo for Us efforts on behalf of the borough, and to draw his attention to the fact that the Council did not receive a £ for & subsidy, but a grant of £IOO towards the Main road, which was totally inadequate.

Tho Works Committee reported that with the object of relieving unemployment men had been engaged planting trees on the North road reserve. Some 4000 trees had been planted. On the recommendation of the Commissioner it was decided to. procure a further 5000 trees for planting on the reserve.
