'2. The provisions of the foregoing sub-section other than those of paragraph (c) thereof shall not apply to licensed vehicles when standing on a stand appointed for their accommodation.

Inside the inner area cars will be allowed to stop for not more than 20 minutes, this restriction not to apply to a doctor while in his own consulting room or in actual attendance on a patient. Thero will be no time limit for parking outside the inner area, which is as follows:

(a) Area bounded by Lichfield street (south side) from St. Michael's Church to Madras street, Madras street west side to Hereford street, Latimer square (west side), Gloucester street (south side) to Manchester street, i loucester street (north side), to Oxford terrace, Oxford terrace (west side) to Lichfield street

(b) The following streets with tramlines : . Colombo street, from Gloucester street to Salisbury street. Victoria street, from Armagh street to Salisbury street. Manchester street, from Lichfield street to the railway station. High street, from Lichfield street to St. Asaph street. The position with regard to the present system of parking is that, as a result of suggestions made to it at a motorists' conference, the City Council decided to give it a trial, but in view of the controversy which has arisen in respect of the matter it would not be at all surprising if tho Council were to change the m'ethod, which it can do by resolution. It is unlikely that any other change- will be made in tho by-law. Other provisions which should bo noted aro:

The custom which is growing up by which tho driver of a vehicle signals when about to turn or stop is made compulsory. Introduction of what is known as the "off side rule," i.e.,-where two vehicles simultaneously approach an intersection, the one that has tho other on his right shall givo way. Vehicles not to overtake another vehicle on an intersection or to stop within 20ft of an intersection.

Tho speed at which a vehicle may pass a stationary tram-car or omnibus on its off side is raised from four to eight miles per hour. Pillion riding on motor-cycles: The prohibition is now to be extended to tho passenger, who as well as the cyclist is made liable. If a vehicle is fitted with an efficient mechanical indicator approved by the traffic department, it may bo used in lieu of hand signals. Double-banking on motor-cycles and push-bicycles is prohibited, except the carrying ••* child under three years of ago on a proper seat or chair. Lights on vehicles: It is made an offence for a vehicle to enry a red light visible from in front which might bo mistaken for a tail light. Spetd across intersections and round comers raised from eight to twelve miles per hour.
