COUNTY COUNCILS

KOWAI. Tho monthly meeting of the Kowai County Council was held at Balcairn. Present: Crs. J. D. ,Wyllie (chairman.), J. Fleming, J. Douds, J. H. James, T. Itetallick, I. F. Croft. The cleric read a list of consumers who were in arrears in their electric light account. It was decided that an account be rendered to all named on tho list, and to call attention to the time the amount was outstanding, and if not paid within fourteen days proceedings be taken to recover the amount. The clerk was instructed to take proceedings in future to recover all amounts overdue one month after reading. Tho clerk reported that alter that payment of loan accounts a credit balance of i' 22 2s would be left. It would be necessary to sell more debentures. It was decided to sell £SOO worth of debentures for a term of five years, the amount received to bo placed to tho credit of the electric loan account. Tho chairman reported interviewing the rublie Works Department Engineer in connexion with the tender for tho erection of Tobin's and Gray's road bridges. The engineer agreed that tho only tender received was too high, and suggested' that tenders ho invited for the supply of bridge timber, tho erection of the bridge, labour only, and approach work. This was done, and it was decided that a special meeting bo held at 7.y0 p.m. on December 23rd to consider the tenders, tenders to close on December 22nd, at 12 noon. Legal opinion was received from Messrs Johnston, Mills, and White regarding the Leith6eld special drainage and river 'protection area, and it was decided to ask the deputation who waited .on the Council at last in connexion with the matter to attend the next meeting to consider the matter further. Application was received from Messrs Wornall and Wright for permission to erect a private telephone line along Gray's road. The application was granted, subject to the work being done to tho tatisfaction of the County Engineer. The clerk rejKirted that nothing so far had been done to clear the outlet at Weir's bridge. The Drainage Board being abolished, Mr Langbein was carrying on the powers of the Board ponding the election of the River Trust. It was decided lhat the chairman a" clerk should interview Mr Langbein in connexion with, tho blockage.
