TO THE EDITOB OP "THE PSESS." Sir, —I was rather amused at the re- J port put forward by the inspector for the Society of Prevention of Cruelty to Animals. If the inspector goes out in the country he will find sheep and cattle in some of the low-lying paddocks with more than 18 inches of water, and there for days and no sign of cruelty. I understand he is engaged by the Society to prevent cruelty and not to report on the state of roads, as the Road County has its own inspector.—Yours, etc., ROAD SURFACEMAN.
