BOROUGH COUNCIL.

RANGIORA. The Ranglors Borough Council met last night. Present: The Mayor (Mr R. Mcintosh) and Ora. 0. I. Jennings, F. Horrell, . R. J. Bailey, O. W. Tyler,' O. S. Ayers, I. M. Allen, J. Liadon, J. Catherwood, and J. l'\ Feron. Mrs G. Eckroyd -wrote making application for an electric blinking sign over her shop in High street. The matter was referred to. the chairman of the Lighting Committee and Town Clerk with power to act. The clerk of the Kowai County Council wrote regarding the formation of an Electric Power Board, and asking the Council to appoint two representatives to attend- a meeting on the 28th instant. The Mayor and Cr. Horrell were appointed to represent the Council. Permission was granted to the Ranglora Athletic Association to run a road cycle race through Rangiora, on the same conditions as last year. The application of the Canterbury Progress League for its annual subscription of £7 10s was granted. In reply to a request for his support in the appointment of several Justices of the Peace, the Hon. D. Buddo, M.P., wrote that he would endorse the Council's recommendations. It was decided to accede to tho request of Mrs 11. Boyd for permission to exchange a photograph of her lato husband, an exMayor, at present hanging in the Council Chaml'eTs, for a new one. The tender of Mr Charles Judson for the lease of the Dudley Park Kstate at an annual rental of £52 was accepted. It was decided to strike the following rates for the year:—A consolidated rate of 5Jd in the £ on the unimproved value, comprising a general rate of 4Jd in the £, a separate rate of 3d in the £ to cover the Hospital levy, and a special rate of Id for the Ashley traffic bridge loan. The sanitary fee was fixed at 15s per pan. It was agreed to allow a Tebate of 5 per cent, off tho consolidated rate and sanitation fee if paid on or before September 16th. Tho Town Clerk reported that six applications had been received for heavy motor vehicles licenses. The fees paid amounted t0 £lo6 ' .... . « v The matter of a joint heavy traffic bylaw similar to the by-law adopted by the Christchurch City Council was referred to the By-laws Committee to deal with. Four building permits were issued during the month, the total sum involved being £1225. , Cr. Horrell reported that twelve tenders had been received for the erection of the new Town Hall and Library. Tho estimate of the architect was £6500. The lowest tender received was £6383, from Mr F. Williamson, builder, Christchurch. As the amended plans had included reducing a portion of the original frontage, and the tender being under tho estimate, it was decided to revert to the original plan at an estimated : cost of £lB3 10s extra, bringing the total | cost to £6560 10s. , It was decided to accept Mr Williamson s tender. . Onlv two tenders were, received for the erection of the Town Clerk's residence, and that of Messrs Breach and Rowland, at £IOBO, was accepted, subject to the money being obtained from the Government.
