SHIPOWNERS' THREAT.

A statement issued by the Australian Steamship Owners' Federation announces that shipowners are being compelled to consider most seriously whether they should not lay up the whole of their fleets until the Government enforces the laws of the country. The Federation vigorously attacks the unions and crews for holding up certain vessels,' and criticises the judgment delivered by Mr Justice Powers in the Arbitration Court yesterday, declaring that the Court has proved unable to enforce its award against the union. [ln the Arbitration Court, Mr Justice Powers excluded the Brisbane Branch of the Seamen's Union from the benents of the overtime clause in the seamen's award, owing to the union's refusal to provide crews for the steamers Wyantlra, Canberra, Bombala, and Cooma, but refused to grant the request of the Commonwealth Steamship Owners' Association for the deletion of the overtime clause from the award.]

No settlement has been reached in regard to the dispute concerning tho steamer Clan Munroe. The conference between the Prime Minister and the union officials has reached a deadlock.
