MUNICIPAL CONFERENCE.

. CITY • COUNCIL' REMITS * : ' The following remits to the Municipal Conference have been.authorised by the Christchurch City Council: — That a Municipal > Corporations Act be amended to give Borough Councils power- to make a by-law prohibiting the soliciting of subscriptions from .the public without the precedent consent of the Council being-first obtained, and to provide for a statement of Tceeipts and expenditure in connexion with such subscriptions being submitted to the Council on' the closing of the fund. That, the Municipal Corporations Act be amended to give Borough Councils power to set aside from time to' time out of general account moneys to form a fund to meet claims for acidents •to other than employees, arising" in connexion with municipal activities. That the Local Bodies Loans Act, .1913 be amended to provide for the expenses of a successful -' loan poll being paid out of the loan. That in the opinion of this conference is will be in the interests of'municipal electrical "supply if certain' powers now conferred upon Power' Boards by the Power Boards' Act and its amendment, bo made applicable to all electrical supply authorities, who are, iir the ,various operations affected by the Act,-identical with Power Boards. > - .. That as' the preparation •of .a statement of cash receipts and expenditure serves no useful purpose when trading accounts and balance-sheets are published, it is recommended that, with the approval of' audit, -the cash statement should- be eliminated.' -That, in the opinion' of .this conference, the Government should- be urged to increase'the audit staff, so. that a more nearly continuous audit should be maintained in" connexion'with tie accounts of public utilities and other'municipal activities. -."
