ITALY AND RUSSIA.
A COMMERCIAL TREATY. (BI CASUS —rBESS ASSOCIATION copybight.) ('•THE TIJ-£S.") LONDON, December 4. The Rome correspondent of "The Times," commenting on the ratification by the Italian Chamber of Commerce of the commercial treaty between Italy and E-ussia, says the Government's decision to increase relationship with Russia has been unanimously approved by all parties. It was felt that Great Britain and France, and particularly the United States, were stealing a march on Italy in the reconstruction of Russia, and that more drastic steps must be taken to ensure a fair share of Russia's raw materials and exports to Italy.
